Alejandro Pedraza fa4db2d7a9 Fixed flaky integration test for ExternalIssuer (#4108) ... Fixes #4105 In my local machine, `linkerd stat` was not returning traffic up until the 17th try or so. Which explains why the 20s timeout was a bit too close to the limit and this test was failing sometimes.
