Alex Leong 80b2fdbe3f Allow extension deployments to be evicted by autoscaler (#8828) ... Fixes: #8308 We add the `cluster-autoscaler.kubernetes.io/safe-to-evict: "true"` annotation to all Linkerd extension deployments.
