Use Yarn 4 RC on our CI (#109)
* Upgrades to Yarn 4 RC
* Removes the cache check from the CI
* Simplifies CI
* Revert "Simplifies CI"
This reverts commit b3a05f1857.
* Calls install before running the typecheck
* Runs build
* No need for the PnP files since we don't use zero-install
* Adds explicit `--immutable` + cache
* Apply suggestions from code review
