Emit process warning once per process when delay is a negative number or
not a number, this will prevent unexpected behaviour caused by invalid
`delay` also keep the consistency of the behaviour and warning message
for `TIMEOUT_MAX` number As the negative number is invalid delay will be
set to 1.

This change reduces the number of calls that were crossing the JS-C++
boundary to 1 and also removes the need for calling Array::New()
multiple times internally and ArrayPrototypeConcat-ing the results
later on, thus improving performance.

The additional objects that were getting added and deleted from the
activeTimersMap object were slowing down the rest of the timers code,
so this change falls back to using the ref counts to count the active
timers inside process.getActiveResourcesInfo().

This is supposed to be a public alternative of the private APIs,
`process._getActiveResources()` and `process._getActiveHandles()`. When
called, it returns an array of strings containing the types of the
active resources that are currently keeping the event loop alive.

Evidence has shown that use of primordials have sometimes an impact of
performance. This commit reverts the changes who are most likely to be
responsible for performance regression in the HTTP response path.

I added a new custom ESLint rule to fix these problems.
We have a lot of replaceable codes with primordials.
Accessing built-in objects is restricted by existing rule
(no-restricted-globals), but accessing property in the built-in objects
is not restricted right now. We manually review codes that can be
replaced by primordials, but there's a lot of code that actually needs
to be fixed. We have often made pull requests to replace the primordials
with.
Restrict accessing global built-in objects such as `Promise`.
Restrict calling static methods such as `Array.from` or `Symbol.for`.
Don't restrict prototype methods to prevent false-positive.

This allows timers to be matched to numeric Ids and therefore used
as keys of an Object, passed and stored without storing the Timer instance.
clearTimeout/clearInterval is modified to support numeric/string Ids.

Move the promisified timers implementations into a new sub-module
to avoid the need to promisify. The promisified versions now return
the timers/promises versions.
Also adds `ref` option to the promisified versions

setTimeout,
setImmediate
} = require('timers/promises');
setTimeout(10, null, { ref: false })
.then(console.log);
setImmediate(null, { ref: false })
.then(console.log);
```

Store all primordials as properties of the primordials object.
Static functions are prefixed by the constructor's name and prototype
methods are prefixed by the constructor's name followed by "Prototype".
For example: primordials.Object.keys becomes primordials.ObjectKeys.

`debuglog()` depends on `process.pid` and `process.env.NODE_DEBUG`,
so it needs to be called lazily in top scopes of internal modules
that may be loaded before these run time states are allowed to
be accessed. This patch makes its implementation lazy by default,
the process states are only accessed when the returned debug
function is called for the first time.

The function did not only validate the timer but it caused side
effects like a warning and potentially returned a different value
than the input value. Thus the name `validate` did not seem to be
appropriate.

When `timers.refresh()` is called inside a callback, the timer would

This patch:
- Moves the timer callback initialization into bootstrap/node.js,
documents when they will be called, and make the dependency on
process._tickCallback explicit.
- Moves the initialization of tick callbacks and timer callbacks
to the end of the bootstrap to make sure the operations
done before those initializations are synchronous.
- Moves more internals into internal/timers.js from timers.js.

The `setUnrefTimeout` function is never called with more arguments
than two. So quite some code was dead and never used. This removes
that code and simplifies the args check not to coerce objects to
booleans.
