This commit lets `tranfer` passed to `structuredClone` get validated at
JS layer by doing webidl conversion. This avoids the C++ to JS function
call overhead in the native implementaiton of `structuredClone`

Align TextDecoderStream behavior with WPT requirements by treating
undefined chunks as errors. This change ensures that TextDecoderStream
properly handles unexpected chunk types and throws an error when
receiving undefined input.
This update addresses the failing WPT for decode stream error handling.

According to the spec, getIterator should normalize incoming method to
undefined if it is either undefined or null. This PR enforces that spec
compliance with passed WPT.

WebStream's Readable controller does not tolerate `.close()` being
called after an `error`. However, when wrapping a Node's Readable stream
it is possible that the sequence of events leads to `finished()`'s
callback being invoked after such `error`.
In order to handle this, in this change we call the `finished()` handler
earlier when controller is canceled, and always handle this as an error
case.

When cloning a `ReadableStream` and `WritableStream`, both use an
internal `MessageChannel` to communicate with the original stream.
Those, however, previously were not unref'd which would lead to the
process not exiting if the stream was not fully consumed.

it makes node's implementation consistent with what modern browsers

When using BYOB streams, it's possible for the constructor in
readableByteStreamControllerConvertPullIntoDescriptor to be a node
Buffer. If it is, use `Buffer.from` over `new ctor`.

The HTML structured serialize algorithm treats transferable and
serializable as two different bits. A web platform interface can be
both transferable and serializable.
Splits BaseObject::TransferMode to be able to compose the two bits
and distinguishes the transferable and cloneable.
