feat: add sync_context to SyncFlags (#1642) 
## This PR

- adds comment about `GetMetadata` being deprecated in future release
- implements the `sync_context` field to the `SyncFlags` of
`flag-sync/handler.go`

### Related Issues

Fixes #1635
