A few weeks ago, I mentioned to the Collector leads about my intention
to resign as maintainer/approver. My current focus on building
OllyGarden isn't leaving much room to be an approver or maintainer.
The plan right now is to ramp up again as approver/maintainer in the
future once time allows.

This PR implements the proposal at #7085 while addressing the following
concerns:
- makes it explicit that ad-hoc meetings are possible
- sets a timeline for the split of ad-hoc calls
- sets the expectation that people don't have to join the calls to be
heard
- and the expectation that everything that was decided is tracked via
github

The OpenSSF badge is a required part of CNCF project graduation. The
self reporting has been completed already and this is to demonstrate
publicly we have done the required step.

**Description:** Updates to OTLP 1.1, published in January 2024. Updates
the `otel/build-protobuf` Docker image to the current release label.

**Documentation:** Could not find any documentation on this process,
added some in CONTRIBUTING.md.
The roadmap.md was useful in the old times, but it has outlived its
usefulness and we should remove it. We have achieved the goals set in it
and we have not kept it updated so far, resorting instead to github
issues, milestones and the like.
Note that the ga-roadmap.md document remains, since we have not yet
achieved the goals set in it. We can discuss removing/updating it, but I
think this is best done in a separate PR.
Pablo has been consistently contributing to the repository for some time
now, and I would like to officially nominate him as a maintainer. Thanks

I plan to focus on other OpenTelemetry areas, such as OpAMP and Logs and no longer have time to be a Collector maintainer.
