[HttpUrlConnection] Fix HEAD responses
...
Explain to ratpack that sending body for HEAD requests is not up to
spec [1] and seems to be confusing to clients. This resolves 'Keep-Alive'
mistery and makes disabling 'keepa-live' unnecessary.
