Add `--frozen-lockfile` for `yarn install` for CI workflows (#7412) 

* Add frozen lockfile for ci yarn install

Add `install:ci` to yarn scripts for frozen lockfile

* Remove install:ci from e2e check

* Add install:ci to package.json

* Replace install:ci to e2e-test
