refactored how cluster switcher is positioned on screen 
because cluster switcher is on the right edge of the screen and the content of the dropdown is auto width, the dropdown would appear off screen with long cluster names.
Added the filter method to check for zero options and to update the position of the dropdown with the popper update method.

so we can ensure that the positioning is always correct and doesn't flow off right screen when cluster names are long

i removed the search display as well because the message didnt really make sense with the search just above it.

Richard Cox 8ad2371468 Fix alignment of cluster count in cluster explorer 
- Rely on inherriting parent's (`.child A`) line-height for both label and count
- This removes the different line-height approach between root (user & auth / users) and resource type (cluster explorer / any) side nav items
- This also fixes the `jump to..` list
