* Allow basic fleet user to manage fleet without cluster permissions.

* Handle no workspaces.

* Add Fleet bundle namespace mapping - fleet.cattle.io.bundlenamespacemapping

* Add git repo restrictions.

* Fix workspace switcher and handle fleetworkspaces 401 issues.

* Update workspace switcher.
