Jamie Phillips 65c7ba87c3
Created system-upgrade-controller image and script. 
The script supports traditional way that wins can upgrade itself and
host process containers.

Arvind Iyengar e21352fa36
Update protoc to 3.14.0 + generated changes 
Updates ./scripts/protoc-gen.sh to use a more recent version of protoc and reran the script to generate changes.
