Force alignment on arm32

This fixes our test failures on Debian-based arm32v7, and fixes *most* of our test failures on Alpine-based arm32v{6,7}, leaving the notable `t/restart.t` which we've had issues with prior.

Many of the upstream tests are really resource intensive, so if they fail while running in parallel on a given host, chances are decent they'll pass in serial, so we should fall back once before we give up.

Simplify and update `verify-templating.yml`

This makes it print out a diff when there is an error (instead of just a list of files that are wrong), which will make the error more obvious. I also added `workflow_dispatch` so we can run it manually.

It's extremely unlikely that memcached is going to maintain more than one major version at a time (even that seems to be a bit much sometimes, which is relatable).
This also converts the Dockerfiles to use semicolons instead of `&&` chains (see b8a7264..00003b7
