Vincent Ambo 8c85935f1f
fix s3context: Attempt a normal S3 call before bruteforcing location 
In cases where the user is the bucket owner an initial call to
s3.GetBucketLocation will succeed. If it does return an error we
fall back to the bruteforce method.

This effectively makes the behaviour unchanged from previous versions
for bucket owners.

Justin Santa Barbara bd5d7c83a5 AssociatePublicIP defaults to nil 
Rather than always setting it (incorrectly in many cases), we infer it
from the subnets.

Users can still set it, we just don't default it to a value we then
ignore.

We've had reports where something has gone wrong (misconfigured zone?)
but AWS is in a retry loop, and we don't get the full error until
timeout.

Log more details.
