Peter Rifel 08b263b8f6
Fix GCE channels version constraints 
Previously k8s 1.17+ would always match with COS rather than Ubuntu 20.04 because of the unbound version range.
This updates 1.18+ clusters to use Ubuntu 20.04 to match AWS.

This should fix the failure to download logs via SSH here: https://prow.k8s.io/view/gs/kubernetes-jenkins/logs/e2e-kops-gce-kubetest2/1373013584195358720
The instance groups confirm the use of COS rather than u2004: https://storage.googleapis.com/kubernetes-jenkins/logs/e2e-kops-gce-kubetest2/1373013584195358720/artifacts/instancegroups.yaml

The client-go signature for most methods adds a context.Context
object, and also makes Options mandatory.  Feed through a
context.Context through many of our methods (but use context.TODO to
stop it getting totally out of hand!)

"Force" k8s 1.11.10 in stable channel 
Bringing this from the alpha channel (#7423) to the stable channel.

As discussed in office hours, and from the notes on #7423:

Even 1.11 and 1.12 are technically unsupported, but this should get
users off the very oldest unsupported versions of k8s.

Users that want to stay on those versions can pass the
KOPS_RUN_OBSOLETE_VERSION env var.

Update channel recommended versions for kops versions 
The kubernetesVersion in the kopsVersions block is used for new
clusters.  I had forgotten to update it, so new clusters were being
created with versions that then immediately recommended an update.

This ensures that users that use kops 1.12 (alpha) get k8s 1.12 by
default.  We go straight to the latest k8s 1.12 release - there's no
reason to recommend an earlier one.

Justin Santa Barbara 587d8374b5 Revert COS in stable/alpha channel 
No problem with COS per-se, but these versions have the newer docker,
which includes the --storage flag.  We fixed that in master in #5258,
but older versions of kops - including the currently released version
1.9.1 - don't have the fix.

Revert to fix the problem immediately, but opened #5358 to track a
more realistic fix.

In regards to issue #4759. AMI `kope.io/k8s-1.8-debian-jessie-amd64-hvm-ebs-2018-02-08` causes kernel panics on `m3.large` instances. AMI `kope.io/k8s-1.9-debian-jessie-amd64-hvm-ebs-2018-03-11` works for me.
