docs: upgrade.md: drop DrainAndValidateRollingUpdate note 
Drop the note about rolling-update not performing a real rolling update as the feature flag has been enabled by default.

Also provides consistency with what is mentioned in kops_rolling-update_cluster.md.

Rohith 4cb8318ac5 Kops Replace Force 
This PR fixes the `kops replace --force` flag which was introduce in [#PR3099](https://github.com/kubernetes/kops/pull/3089). The `--force` stopped working when 65aea59418 was merged and the api started returning an actual error for NotFound

Justin Santa Barbara 7b04ede10e GCE: Don't set bucket-level permissions 
We previously needed them to allow list operations; however we now use a
keyset.yaml file instead of listing keys.  That should be the sole use,
so we should no longer need this permission.

If not, we can re-enable the code easily.

Justin Santa Barbara 17774c5c9b Fixes per code review 
Treat "spectre/meltdown" as one vuln, and stay away from parsing which
CVE is which.

The advisory is that the kernel must be updated, which CVEs are fixed
(or not) are not really the issue.

Variant 1: bounds check bypass (CVE-2017-5753)
Variant 2: branch target injection (CVE-2017-5715)

We have several mechanisms for distro detection, and we were giving a
scary warning if the first failed, though we have several precisely
because the first usually is insufficient.
