* The existing information we provide is not clear and does not capture the variety and nuances necessary to ascertain project maturity from adoption.
This change addresses the need by:
* Updating the FAQs
* correcting references to that area of the FAQs
* clarifying in the proposal process around adopters and how the TOC interacts with them
* updating all other references to 'users' and 'end users' to coincide with the clarification in FAQs.
* adding links to the appropriate FAQ section about adopters to existing files.

Previously we had renamed some pages from .adoc to .md, which broke
some links. I've updated the links for the project_proposals.adoc and
graduation_criteria.adoc to use the new extension, .md.

I found out in #664 that you only need to submit the form and not a PR.
However, it does seem like the sandbox diagram and the documentation have
drifted out of sync with each other and I wasn't sure enough of the
process to update that
